Clark County has approved initial land use for Bally’s mixed-use project surrounding the new Athletics ballpark, with the first phases focusing on parking, a podium, and a theater. Hotel-casino plans will be reviewed in September.
Bally’s has revised its construction plans for the mixed-use development surrounding the new Athletics ballpark on the Las Vegas Strip, with Clark County commissioners approving land use for the project’s initial phases this week. The 26-acre site, located at the former Tropicana property, is set to become a major entertainment and hospitality hub adjacent to the under-construction A’s stadium.
The Clark County Commission on Wednesday approved an entitlement package covering the northwest and southwest corners of the property. This approval allows Bally’s to move forward with a multi-level podium, a 1,500-space parking garage, a 2,500-seat theater, and additional parking, but does not yet include the planned hotel-casino tower. The hotel-casino phase will be considered separately on September 16 and still requires Federal Aviation Administration approval due to its proposed height.
Phased Construction Plan
The project is now divided into three main phases. Phase 1 includes the $2 billion Athletics ballpark, a central utility plant, and a 1,500-space parking structure. Phase 2 centers on the northwest podium, which will feature a three-level parking garage with 953 spaces beneath a plaza offering retail, dining, and entertainment. This phase also includes the 2,500-seat theater and a temporary surface parking lot with approximately 532 spaces. Later phases will add the hotel-casino resort and further parking facilities between the podium and theater.
According to updated plans presented by Bally’s, the first two phases will provide a total of 3,055 on-site parking spaces. On event days, the ballpark will also rely on nearby MGM Resorts properties, which collectively offer more than 30,000 parking spaces within walking distance of the stadium, Allegiant Stadium, and T-Mobile Arena.
Ownership and Entitlement Details
While Bally’s is moving forward with the initial phases, a group has reportedly expressed interest in acquiring the $1.1 billion project. If a sale occurs, the entitlements approved by Clark County would transfer to the new owner, as they are tied to the land rather than the developer. Bally’s representatives have indicated that, even if a sale does not materialize, their funding partners are prepared to proceed with construction of the northwest podium.
Clark County officials emphasized that the current approval is limited to the parking and podium elements, ensuring safe pedestrian access from sidewalks and bridges into the stadium. The hotel-casino towers remain subject to FAA review and were not included in this week’s decision.
Ballpark Progress and Next Steps
Construction on the Athletics ballpark is well underway, with the stadium structure now forming a complete circle and seating levels reaching their planned height. The 33,000-seat venue is scheduled for completion in late February 2028, according to the A’s. Building permit applications for the southeast parking garage and utility infrastructure are already filed with Clark County, while Bally’s has submitted permits for the northwest podium and theater components.
The next major milestone will be the September 16 review of the hotel-casino phase by the Clark County Commission, pending FAA approval. The outcome will determine the full scope and timeline for the resort portion of the development, which is expected to further transform the southern end of the Strip as the ballpark opening approaches.
